Tasmania’s skilled migration program offers a range of visa pathways for skilled migrants to live and work in the state through the Subclass 190 Skilled (Nominated) visa and the Subclass 491 Skilled Work Regional (Provisional) visa programs.

The subclass 190 visa allows nominated skilled migrants already living in Tasmania to continue to live and work in Tasmania as permanent residents.

The subclass 491 visa is a provisional visa allowing skilled migrants to live and work in Tasmania for up to five years. It provides a pathway to permanent residency after three years with the Subclass 191 Permanent Residence (Skilled Regional) visa.

How Can You Qualify For Nomination In Tasmania?

Submit An Expression Of Interest

As part of the General Skilled Migration (GSM) visa program, the subclass 190 and 491 visas are invitation-based, which requires you to submit an Expression of Interest (EOI) with the Department of Home Affairs as a first step in expressing your interest in applying for a subclass 190 or 491 visa.

Register Your Interest With Migration Tasmania

After creating your EOI, you can register your interest in nomination from the Tasmanian Government on the Migration Tasmania Gateway. The most competitive candidates will then be invited to apply for Tasmanian nomination.

Only upon receipt of an invitation can you then proceed to apply to the Department for a subclass 190 or 491 visa itself.

State nomination and your application for a visa are two separate processes. The Tasmanian Government assesses your application for state nomination and the Department of Home Affairs assesses your visa application. Each stage of the application process is subject to its own requirements.

Points Test

The subclass 190 and 491 visas are also points-based, which means that you must achieve at least 65 points in the Migration Points Test to lodge an EOI. The points test is based on several attributes including your age, qualifications and employment experience. Each element is allocated a certain number of points, based on what are deemed to be the most desirable attributes for applicants to possess as part of the GSM visa program. For example, more advanced English language skills will attain a higher number of points than achieving just the baseline Competent English level, which is one of the eligibility requirements to qualify for a Subclass 190 or 491 visa (and which grants nil points in the points test). Achieving Proficient or Superior English in a prescribed English language points test within three years of receiving an invitation to apply for the Subclass 190 or 491 visa will grant you an additional 10 or 20 points, respectively.

One of the benefits of applying for a Subclass 190 or 491 visa is that it grants additional points in the points test on account of nomination approval by a State or Territory Government.

A subclass 190 nomination from Tasmania grants you five additional points to help you meet the Department of Home Affairs skilled visa points test pass mark of 65 points.

Whereas a subclass 491 nomination from Migration Tasmania provides you with 15 additional points.

This allows you to build up your overall points score quicker to reach the minimum 65 points needed to lodge an EOI. Sometimes, a small number of points as low as 5 can be the difference between being able to submit an EOI and not having enough points to do so. Every little bit helps.

If you are nominated by the Tasmanian Government for the subclass 190 visa, you must commit to living in Tasmania for two years after the visa has been granted.

You may be eligible to apply for permanent residency through the Subclass 191 visa after you have lived in Tasmania for at least three years as a Subclass 491 visa holder.

To Summarise … The Steps To Apply For Skilled Migration Visa Nomination In Tasmania

Step 1 – Assess Your Eligibility For A Subclass 190 Or 491 Visa Based On Immigration Requirements

Key immigration criteria to qualify for a subclass 190 or 491 visa include that you must:

  • not yet have turned 45 years of age;
  • have a valid and positive skills assessment for an occupation on the prescribed skilled occupation list;
  • demonstrate that you have at least ‘Competent’ English language proficiency; and
  • score at least 65 points on the Department of Home Affairs Migration Points Test.

Step 2 – Assess Your Eligibility For A Subclass 190 or 491 Nomination Based On Migration Tasmania Requirements

There are different nomination pathways and each has different requirements that must be met (these are discussed below in this article). These state nomination requirements are in addition to Immigration requirements.

Step 3 – Register An Expression Of Interest (EOI) With The Department Of Home Affairs Through SkillSelect

The EOI is not a visa or nomination application and is only an indication that you would like to be considered for a skilled visa. To be nominated by Migration Tasmania, you must select Tasmania as your state of interest in your EOI.

Step 4 – Register Your Interest With Migration Tasmania

Register with the Migration Tasmania Application Gateway.

Based on the information you provide, the gateway will advise you if you are eligible for Tasmanian nomination. It will then rank you in comparison to other eligible candidates. The most competitive applicants will be invited to lodge an application for nomination.

Registration for Tasmanian nomination is free and valid for six months.

Migration Tasmania Application Gateway

Once you have assessed that you meet Migration Tasmania nomination requirements and the priority attributes, enter your details in the gateway. You cannot apply for nomination until you are invited by the gateway or the gateway gives a Gold Pass.

Once you have entered your details in the gateway, you will be advised about whether you meet the nomination requirements, as well as if you are competitive against the priority attributes listed for the pathway you have registered for. Note that only the most competitive applicants will be invited to lodge an application for Tasmanian nomination.

Priority Attributes

The following priority attributes apply:

Gold Pass

If you are given a Gold Pass, you will be able to lodge an application for Tasmanian nomination immediately.

Green Pass

If you are given a Green Pass, you will not be able to lodge a nomination application immediately, but you are likely to be invited to apply for Tasmanian nomination in the next 6-8 weeks.

Orange Pass

If you are given an Orange Pass, you may be invited to apply for nomination within the next six months (depending on the amount of interest received by Migration Tasmania and how many of the priority attributes you have).

If you are not invited to apply within six months, your registration will expire and you will need to complete a new registration in the gateway to be considered for a Tasmanian nomination invitation.

Red Pass

If you do not meet Migration Tasmania’s minimum nomination requirements, you will receive a Red Pass and will be unable to apply for nomination in Tasmania.

Step 5 – Apply For Nomination With Migration Tasmania

Once you have compiled all of the required supporting documents for your selected pathway, you can then apply for nomination in Tasmania.

The fee to lodge a nomination application with Migration Tasmania is $300 (plus $30 GST if you are in Australia).

Step 6 – Apply For A Subclass 190 Or 491 Visa With The Department Of Home Affairs

If your nomination application is approved, you will be advised by email from Migration Tasmania.

You will then receive an invitation to apply for the visa from the Department of Home Affairs.

Step 7 – If Your Visa Is Approved, Follow Undertakings Made To Migration Tasmania

If you are granted a subclass 190 or 491 visa, ensure that you follow the undertakings you agreed to when applying for nomination by the Tasmanian Government.

This includes updating your contact details, completing periodic surveys and fulfilling your commitment to live and work in Tasmania for at least two years from visa grant.

Tasmanian State Nomination Requirements For The Subclass 190 Visa

Skilled Migration Tasmania offers a range of pathways for skilled applicants to apply for state nomination. Each pathway has a clearly defined set of requirements and attributes that must be satisfied.

Keep in mind that meeting the minimum nomination requirements does not guarantee that you will be offered Tasmanian nomination. The Australian Government sets a nomination quota for the state each year, which limits the number of candidates that can be nominated. Only the most competitive Registrations of Interest will be selected to be invited to apply for nomination in Tasmania.

Please also note that applicants who are nominated for a Subclass 491 Skilled Work Regional (Provisional) visa cannot be nominated for a permanent Subclass 190 Skilled Nominated visa in the future.

Unsuccessful Subclass 190 applications may also be considered for Subclass 491 Skilled Work Regional (Provisional) visa nomination. If you would like this to occur, you must include Subclass 491 as an option on your SkillSelect EOI. Unsuccessful Subclass 190 applicants who fail to include both options will not be supported for visa nomination.
